Most of the US Submarines (SSN and SSGN) are used for what is called strategic deterrence. Just because he is repositioning them doesn't mean he plans on executing an attack with them. What's funny is that Putin and his goons often makes threats about nukes pretty much everyday. What I find amusing here is that Trump actually has balls to put nuke ready devices into Russian Territory. I might be reading too much into but I see it like a warning from USA like "We're not messing around!"
