I think to some extent debit only exists, but fully decentralized wallet based credit for sure no.

Buy an openup from an reputated seller, it is one of the cheapest options. 20$ max.
I personally had an verified coinbase from long ago I use their debit card.
And for credit card good luck I don't think you will be able to find a good option for that.

You’ll need to purchase small quantity to avoid KYC.

No, that's a list of swap sites where you buy crypto with a credit/debit card. He wants the opposite. He wants to load a debit card with crypto anonymously.
I've never found a reputable or reliable solution. They mostly want hundreds of dollars to "buy" the card. Then 5%+ fees to "load" the card. Every place you find is new which means likely after a few months they'll get shut down by Visa (they always use Visa) and they keep your money.
Just telling KuDi facts. We see people come here looking for this all the time.
