Well there's only so much the military can do. Secure libo, induct curfews, etc. But enforcement can only go so far. Unless they patrol the streets 24 hrs a day looking for every retard who does some dumb shit.
I am in no way saying it's okay but in reality the ones responsible is that particular individual who should be held accountable.

That's true. I think they could do a better job of preventing it, though. I wouldn't want the Japanese to hate us...
