What do they do to 'punish' U.S. sailors in the Okinawa base? It seems like every week one of our men get drunk and go do some stupid shit like this, and they just get a slap on the wrist and a 'No! Bad U.S. sailor!' And then they just get set free.

Well there's only so much the military can do. Secure libo, induct curfews, etc. But enforcement can only go so far. Unless they patrol the streets 24 hrs a day looking for every retard who does some dumb shit.
I am in no way saying it's okay but in reality the ones responsible is that particular individual who should be held accountable.
