You don't necessarily have to be a lolicon to like flat chests and vice versa. Plenty of flat(or at least small) chested non-loli girls out there that are cute.

I know but lets face facts, 9/10 times the loli flat chest is hotter/cuter and more desirable than the older non loli flat chest.

Granted most are only anime or h-manga or hentai lolicons, the idea of IRL girls is not as or even appealing to them... Hell even I am a lolicon, in terms of anime and hentai. IRL Not so much.
