You can get some LoL accounts at PlayerAuctions or unrankedsmurfs.com. As for RPs, I don't know any real safe method to get some for cheaper.

Check out https://elitesmurfs.com/ for smurfs. Their top tier ones are high quality.
As for RP, there's someone on here with a site I'm not familiar with at the moment. But he sells at around 80%
