Because using loic.exe to dos shit isn't gonna work. This isn't the year 1892, using dos programs won't get you anywhere but jail.
Just buy a booter from the SST section or just move on with your life.

Give more details:
1. What are you using to DoS?
2. What is your target?
3. How much bandwidth do you have?
Using an application such as loic or any other UDP flooder won't work on any reasonable server. At best you'll use up your own bandwidth.

LOIC is a very effective way to attack web hosting servers, gaming servers, and anything you need! It will NOT put you in jail and you are safe to use it on google.com! I have taken down some of the biggest websites with this! I am actually a part of LiZaRDSQuAd and we have the biggest dosing team in the entire state of Africa!

Most programs aren't going to work well unless you have an irc or something. Also if you are talking about any shell booter most of them are dead and out dated. There are a wide variety of online ones that will work on your computer and phone you can find in the stress testing section of the marketplace. Hope this helped you a bit, good luck. <3
