Give more details about what is issue. Did you google the issue/error code? You most of the time can get solution easily if you google it.

Google "dism install netfx 3.5 windows 10" and click the first link that isnt an ad. Had to do a Dism offline install for many Windows 10 machines since the last few updates.

Did you try to install a newer version of the.net framework?
