By storing the counter in database.
You'll definitely need a database, and the buttons will require a bit of JavaScript.

What platform are you using? Basic HTML/CSS or a CMS like WordPress...that plays a big part in determining how to go about this.

not necessarily a javascript, you can use a simple form with button (image of course) and send as post or get like traditional form then save in database.

Sure, but ideally you don't want to load a new page, or even leave the existing page for a simple up or down thumb. A la JavaScript.
How could i make a database that will store things from javascript?

This one may be a bit above your head. Can you provide a link to your website? What platform is it using?
Skip the database, your could store everything in a text file and just use Javascript as Rydextillxixdiex mentioned
