As far as I'm aware you're allowed to buy/sell eBay gift card(s) but you're not allowed to buy/sell eBay accounts.

Amazon/eBay Account Trading
Any buying, selling, or trading of eBay/Amazon accounts is not allowed due to the fact that these accounts have credit cards and personal information attached.

eBay Partnerships
We no longer allow partnership offers concerning eBay accounts. They're being used to commit fraud. And as such we've disallowed the activity here.

Like Meow said, as long as you're selling just the gift cards, you're good. Stolen goods are not allowed however, so if you start selling them, they have to be acquired legally.
