He repped the same person on two accounts and then those two accounts where merged together into one account.

Not sure. Omni has his reasons. I mean, that's what it looks like happened but who knows. The server or something could have lagged and allowed a rep twice like it does with posts sometimes.

He doesn't ban all accounts that log in from the same IP. Many accounts just get merged.

That's why you shouldn't log in to HF from an IP that is not your own... although I have done in the past purely by accident, just hope my account doesn't get merged with a randoms.
