So I have been selling on ebay.co.uk for the past month and I know the 21 day hold is normal but I have sold over my 25 limit for 21 holds on funds for paypal.

so when will the 21 holds stop

Literally all you have to do is call them up, talk to a support rep and say
"Hey, I just recently made a new paypal account and my payments are all being held as pending. I am selling virtual goods and am unable to provide a tracking number, is there any way I can get these funds lifted?" and some times they'll say yes, sometimes they'll say "Mark it as shipped as a digital good and it'll take up to 7 days (this is untrue if the accounts were made in separate countries, it will more than likely take the full 21 days.) and if they're really dicks they won't say shit and just say that your account has to meet certain requirements, such as a total of $150 in transactions, and 60 days of good standing account balance (no charge backs or any of that shit)

I didn't even realize this said eBay I just saw pending funds. Still, may as well try what I said. Another process to speed it up is to have them mark the item as received, if you can get them to do that.
