I added a credit card to paypal in 2014 but now it has expired and I got an email saying my paypal is limited until I don't put a new card.
I should receive updated card from the bank on monday but it will be different ( same name and surname, only different numbers )
Account was verified. How much time do I have to put a new card? Will it be perm limited if I don't put a card within ( for example ) 5 days?
Do I have to verify the card/account again?

As far as I remember there is no time limit, unless they provide one (which is rare). If the limitation requires you to verify/add new card then once you have done it, limitation will be lifted only then. If you don't follow their steps to remove the limitation, then the limitation won't remove itself, never. However, in order to get permanently limited, you must broke their ToS quite serious. For your case, its just a verification which is something simple. Screenshot of your limitation can give us more details, kindly provide one if you want to.
