What is a top level directory in a USB?

I have a Roku TV and want to update its software, but don't have internet access at home. An option that is given is that I can download the update files to a flash drive from an internet-connected computer and then plug the drive into the TV to update it. In the instructions, it says, "Insert the USB flash drive and copy the update.roku file from your computer to the top-level directory of the USB flash drive. What is that? I don't see any directories in my flash drive. All I see are the files I put on it.

If it helps, here's a link to the instructions: https://tclusa.helpjuice.com/20272-roku/...cl-roku-tv
I think by that it means to place it in the root of the drive.
So not in any folders, just in the first page when you open the drive in Explorer.

The instructions mean just put the files directly into the root of the drive. Don't put them inside a fold on the USB. If you flash drive is called F: in Windows, just put the files at F:\
