I'm sorry to tell you that for 15$ you won't find any good eCigarette for sure. I'm vaping for some years now and the product I'm recommending to start off is roughly 60$ at fasttech.com search there for Innokin iTaste SVD.
I know its a lot of money for a product you not knowing wheter it will make you stop smoking. But let me tell you, I was smoking up to 2 packets of cigarettes a day. My record was smoking one packet in 2 hours (but I was upset as fuck that day).
So just make the math like I did for myself. Smoking 2 packets a day are rougly 10€ a day. When I bought my last atomizer I was like.. damn only 40€, cause that will save me much more than 40€ in a life time. Ok in other words, I had to use the atomizer for 4 days to be making "profit" from it.
And to the juice. I'm mixing it myself, ordering it from poland nicotine is cheap as fuck from there and the othere base stuff you can find it in pharmacys or ebay. Sorry I don't know the english names of the base stuff so I just would recommend you to buy the finished juice first. And when u feel like reading how to save some money vaping then going over to mixing it yourself.
