So I was watching a video and I was like "wtf why is this so smooth". I look at see that its 720p60fps and I was like oh yea youtube has 60fps now. Then I switched it to 30 and back to 60fps and almost jizzed in my pants.

I've always told myself you cannot see the difference but OMG IT WAS SOOOOO SMOOOOOOTH. #jizzinpantsfrom60fps

I don't see the option for 60 FPS...is this on all videos?

I'm pretty sure it's on all newer videos since they added this feature that is recorded in atleast 60 fps.

Also, I believe it only works if you're running Google Chrome.

I am on Chrome, but I only see the option for 1080p. This video that I was looking for 60FPS is from today, also. Not sure if this is 60fps when I click 1080 but I don't see quality that I can rave about even with 1080p.

Here. That video should be 60 fps for you. Otherwise try reinstalling chrome or something.
