It's not the best way but it's a way.

Please explain why you set userlist as php file when it doesn't do anything related to php (same as for the stafflist)?
also what about the check...

if $_GET['hwid'] doesn't exists it will give a warning: GET index not found....

You'd want to do this before:

i forgot to change the .php back .txt as for some reasion .php only worked on my ftp server ( its free hosting )

as for what you added i will be using that the next time and i understand its not the best way and your right it is a way, i just started to learn integration with php, im going to try your way next time :)

Isn't there also some sort of unique windows key which is in windows by itself which is unique per windows copy?

yes actually there is but why are you asking him? he never releases anything in this section. but anyway i dont know how to actually get your windows registration key through vb.net

I've tried it in c# but failed horribly, it seems like it cannot be read by an 'external program' (a program not verified by microsoft)

But I believe it is with alot of pain in the ass...

im sure with some time ( it will be a pain in the ass ), you could do it, i may in fact try it out now
