If you make an option so that It doesn't store on a site that would be nice. Make it the users decision weather or not he allows them to keep them stored on a site.
2) Assuming you're dealing via Skype, one or both of you could log the deal that's going down and the logs could be used as proof in the Scam Report. If they were recorded locally, one or the other could easily edit them.
The scam report would be invaild already because it was delt offsite. You would have as much evidence as using skype screenshots
