Had this aswell, if you receive to many money in xxx minutes you'l get 'watched'. Just call them up.

Paypal was giving us problems earlier and I confirmed it was on their end. It wouldn't even let me attach a bank or cc to my account and gave me this same error.

Fixed. Called them, they fixed it, sent a payment. Tried it again, didnt work. Called them again now its fixed forever for me.
