@OP: I know the method to get .edu's came out about 8 years ago, and today it's booming.
I would assume that you could maybe get access to a .gov the same way.
I'm sorry I can't offer much help, but what I do know, is that you would be better off knowing someone with one instead of trying to get one.
I'm guessing the ebooks you want, can't be downloaded by a non gov person, meaning that its good info, and it sounds like you are just looking for some research docs to study.
