It will not depend on the shells or botnets always it will also use some website crashing commands like the most simple HTML command to crash servers:

And one more thing it will automatically create shells when it will need shells but this proc3ss wil take some minutes.

website crashing commands you can just send a packet to a website saying shutdown and the server shutdown unless you found a new exploit in server which i doubt it.

How are you going to automatically going to create shells?
