Because the staff member I asked thought this would be a good place. This is where userscripts are released, so it's fitting this is also where a tutorial about userscripting goes.

Though I agree, the lounge isn't a great place for it. I would encourage everyone to support the petition for a separate userscript/browser extension forum: Userscript Sub-Section by xadamxk
