I just installed a Cricket SIM into my brothers Verizon branded Galaxy S4. It worked fine without unlocking it from Verizon. Same for my Galaxy Note 2.
Most mobile phones come unlocked but the first sim that is entered into the phone, it then gets locked to that carrier.

My brothers phone was an active Verizon phone before I put his Cricket SIM into it.
