Nope, root is completely optional. All you need to do to get something like mine is a custom launcher from the Play Store, such as Apex or Nova (I use Nova), and set the icon grid to 12x12 with sub-grid positioning enabled. The icons you see on my homescreen are actually part of the wallpaper and I use blank icons to make the appropriate action occur when I press on that section of the wallpaper.

Oh, how do you make them blank? I'll be getting my Android phone hopefully by the 11th so I'd probably like to do something like this.
Also how restrictive is the grid? Would something like 4x4 placement work?

Are you using the beta zip?

I was using the most recent Nightly at the time, but I'm fine with just using CM 11S until CM 12 is properly released.

In Nova Launcher, you can tap and hold on an icon to change its label and icon. Either make a blank .png in Photoshop or just find one on the internet, then replace the icon with the blank you just made/found.
The size of the grid depends on the screen size of your phone as well as the DPI. 4x4 is standard, but not preferable for custom setups like mine since you can't fine-tune the position of the blanks. 12x12 is the max Nova supports, and sub-grid positioning allows you to place the blanks in between the grid lines as well.

Oh no I meant 4x4 as in 4x4 pixels (really really small I guess) for exactly that; positioning the blank icons exactly above the wallpaper icons. Was just wondering what the lowest you could go was, I guess I'll be making my own wallpaper (or inserting the icons myself) so I'd be more free if you were able to go that small instead of having to set them in a set 12x12 grid relative to your screen for example.
I guess I'll figure it out when I get it though
interesting ca some educate me based on this?

As far as I know, the size of individual icons depends on the DPI of your phone, but the blank image itself can go down to 1x1 px.
