Hello, just to make things clear.
A WP-config files is a file which contains the Databases creditentials.
You could potentially connect to the database using a tool such as : Adminer or HeidiSQL.
With this you could wipe/edit/download the databases

Keep in minds that most of the server nowadays only accept self-hosted (localhost) connection, which means that you won't be able to connect using an external IP adress even if you have the right creditentials.
