Hello. I have problem. I pay 100$ money to other people, and he fraud me. When I create case in dispute, my case closes. and Paypal write this:

"After careful consideration, we did not find grounds to take action on the claim decision in your favor ."

What me do? YOu book help me 100% to return money in other cases?
