ddos can be considered as hacking at a certain point of veiw. you exploit a vulnerability by scanning the ipv4 range and if the routers or servers are vulnerable to the exploit, they are either bruteforced or password obtained and added to a botnet. that makes ddos considered as hacking nowdays.
