No, it's because his server isn't fast enough. To run a pool you need to buy a vps with fast internet. From my understanding it looks like it's just delaying by a couple minutes

Internet is not the problem, it's on a gbit connection, I tested it to make sure it worked optimally.
Networking isn't really that important after stratum came into the picture though, it doesn't consume much now that the clients generate their own work.
