ProXPN in fact DOES keep logs. They don't allow the use of its proxy service for any illegal or unwanted thing, including DDoS, spam, hacking, etc. They have an email for violation against their terms of service, and if you violate them and someone contacts them with packet logs, they will report to the authorities and give your real IP to the victim if they request it.
