Notice the time line.

It's a confusing issue so I'll explain it as best I can.

Judge Dredd got Infamous for free and merged Complexity with Infamous. He sold what was Complexity and it became something else. So Complexity and Infamous were pretty much the same group, but I'll change the timeline to make that somewhat more clear.

Zero - Maximum is a current leader
Illuminati - Vinnie is a current leader
The Brotherhood - 'Snorlax and Roger Waters are leaders

Phoenix has no past leaders (with none) listed.

Fade is not a leader of the titans group.

The leader of the group, Revolution, is Beslim not Heslim.

Not Complexity -> Titans
