I have very little experience in this department. However, I am currently in the processof planning and setting up a forum which I have every faith it can grow rapidly.

I will be installing phpbb at first then adding a splash page and so on.

Is the basic package for now, sufficient enough for me? Then could I upgrade in near future?
Are domains provided at extra costs?

Yes the basic package is perfect for starting out your forums. It has more then enough resources to get going. Once you need more space or bandwidth you can always upgrade in your client area.
