I bought iWatch's service for him to get me an Instagram account. He told m,e he had it and it was secured and then later told me it had issues securing it and couldn't send me the details. We agreed on 9 days, yet it's been over 3 weeks and he keeps telling me he's on vacation or he has family issues. Multiple other users have also been opening scam reports on him.

did he show you any sort of proof of owning the account?
always pay after they show you they own it, because most of these services are iffy at best.
