Nothing has changed. Five awards were won today for example. You can make 5000 posts in the section and not get the award or you can make 5 and get it. That's called CHANCE.

Is exactly 100 characters or can there be more than 100 characters in the post? I never understood that, Sorry if it's obvious but I don't really know.

There you go, as I said earlier that's the nature of randomness. Just because it's a 1/250 chance does not mean you are guaranteed the award even if you make 1000 posts.

100 characters is a minimum, you can make your post 10,000 characters and you are still eligible for Poke Ball award.
