One of the funnier theories is that Savitar is Cisco;

It makes sense, Savitar appears to almost create doors when he runs, almost like he's Vibing instead of running.

Also keep in mind Cisco helped create the Flash tech in the suit, which means replicating it to allow the suit to Vibe would be easy.

i doubt it is him, but it seems that the massive suit is a speedster device armor or somethin, assuming the person in it doesn't have speed on his own
