I don't pick who gets accepted into most my groups as my leaders do that, but I have seen normal members in them, and non ub3rs as well.

I've picked normal and l33t members before too. Usually either myself or another group member upgrades them within a few weeks if they represent the group well.

Depends very much on the owner/leader. I didn’t know any of the people I invited into Consensus except Illuminati. I invited him because he was helping me with management of the subforum.
