It's a cliche answer, but probably The Exorcist. I've watched tons of horror movies but none really stick out as being scary besides The Exorcist, even if 70% of the movie has nothing really going on.

I'd have to say the first Exorcist. This movie had a great impact on me when I was a child, and I still get chills when I rewatch it.
