Put plainly, unicode is basically special characters like ≈. Required if you need to send messages in a special language like Chinese.
Belgium doesn't support unicode at the time, and to be honest I'm not entirely certain if spoofing works in Belgium right now. But I'd be happy to give you some test credits so you can try yourself.
