Help decoding payload

If anyone is able to help me with identifying how to decode this payload, it would be greatly appreciated. I thought at first it was base64, which came back as gibberish bytes.

https://pastecode.io/s/rotoou1c
any more info where this is from?

it looks like encrypted file / blob to me.
if you have more info like key used to encrypt/etc it'll be helpful.

or how did u get that from the first place.
need all info.
shaderwarning, warp
It appears to be base64, but decoding it doesn't seem to match any recognized character encoding, including binary.
What it is: An AES-256-GCM encrypted blob from a Chromium-based browser (like Chrome or Edge).

What you need to decrypt it:

Local State file from the source machine.

Master Key extracted from that file using Windows DPAPI (requires the original user's Windows session).

The Reality: Without the Master Key from the original system, this code is impossible to crack. It’s just useless binary noise.
so good luck
