Internet Speed Glitch

I have a dial up connection which has irregular speed.

I have paid for 1 Mbps (10$). where normally i get 140 KBps download speed.
but i don't know why sometimes i get about 12 MBps download speed where i am supposed to get 140 KBps. yeah its better i know.

eg. I download 10 youtube videos in queue or random. then sometimes it gets downloaded at 12 MBps and sometimes at 140 KBps it's random
is there any way i can keep my speed consistent around 12 MBps ?
i don't know if it is glitch or something bug etc. if anyone knows a solution let me know :)
I believe its your ISP. If your only paying for 1 Mbps, then you can't do anything on your end to increase your speed or keep it locked at those speeds. Your speed is handled on your ISP side. The only way to increase your speeds, is by paying more.

Third world countries like India ISP's use random bandwidth allocation to the capacity they are operating. this is good because you are not paying anything extra for that higher speed.

and if you're getting 12MBps bandwidth then you're meaning you are able to download videos using IDM at download speed of approx. 1536KBps. correct ?

but to answer your question. NO. you simply can't do anything to keep your speed constant because it is controlled by ISP only. unless you really hack their system and change your Internet plan.

Dude i am not competing here for speed.
the thing is i used to pay 15 $ Per month before for 500 kbps speed and it's india, internet is too expensive here. there are only 1 Mbps (unlimited) plans mostly in my area where i have to pay so much for it but i am getting 100 Mbps unlimited for 10$ Per month. :D that's the deal
