How to limit internet speed to certain connection.

How you do you limit a connection speed to a certain user. I sometime get high ping spikes and i am pretty sure its because of someone using my wifi ( I know who it is and can't tell them not to). Is there a way so even if my internet is being used their connection is limited so i don't get the problem of ping spikes.
You can try using QoS but you most likely need a router with custom firmware.
I think it's on DHCP settings on your router copy their IP address and make your way to bandwidth control settings.

Like how to find the IP address of an Android device? Typically on your router it should say something like "android-(bunch of random numbers)" but if you have multiple android devices, then you could just look on the android device and under Settings > About phone > Status > IP address you can see the locally assigned IP address.
