Hp pavilion 15 notebook laptop won't turn on with usb in port

I want to boot an OS off of my usb but my system won't even turn on with the usb plugged in. I turned on legacy support and i disabled safe boot. What should I do?
1. USB port or USB device is dead/faulty/corrupted
2. The image was incorrectly flashed onto the drive, therefor the BIOS does not pick it up as an boot-table drive.
3. You are doing something so wrong that human troubleshooting, me or anyone else cannot or do not bother helping you.

I don't think its number 1 or 2 because it works on my other computer it just doesn't work for this one. I guess its number 3 where no human can help me ):
