So I need help with my pc

I had a .net error and was recommended to restore my pc to a working condition, so I did so and it said it failed. I then restarted my pc and now it's stuck in sort of a bootloop, not even showing the Windows start. It gets to the loading and then just restarts can anyone help me asap
