Computer Not Instantly Booting to Windows

Whenever I turn my pc on instead of it booting up windows it puts me on the screen that displays my computer hardware and asks me to either hit F1 to enter bios or enter to enter set up. This starting becoming a problem when I bought a new display port cable for my monitor. However even if I don't use the cable it still does it.
Sounds like a possible bios issue. Try replacing the CMOS battery or just taking it out and putting it back in ( that will reset it; but if the battery isn't good putting it back in won't do you any good) most likely your CMOS is being screwy causing for extra annoying prompts or your bios. Two separate possibilities. I once accidentally flashed my bios when I wasn't supposed to it faIled and ever since my system does really fucked up shit on boot and everytime I physically move it I get a similar screen like your saying. Except mine says I need to set settings before continuing cause an error occured

What brand is the motherboard? Also are you saying it does boot, or eventually will boot, into Windows?

Try booting with no peripherals connected w/ display. Try booting with no peripherals connected w/o display and connect it later. Are you sure your drives are detected in the BIOS and in the right boot order?

Motherboard: Asus H81M-E Micro ATX LGA1150 Motherboard

So my computer will boot up and I'll get the splash screen that shows my computers specs. Then it says press enter to enter setup or F1 to enter bios. If I press enter nothing happens but if I press F1 it goes to bios. From their if I click discard changes and exit my computer will boot to windows just fine.

When I checked it shows both my ssd and hd. I'll try disconnecting peripherals and give it a go.

That is a good sign, at least it boots. So your motherboard just isn't detecting any bootable media from a cold state.

You may want to disable quiet boot and enable POST diagnostics. Pressing print screen will pause the process so you can read the output.

What Sata controller is it set to? IDE or ACHI for example. Try the other and see if you get different results.

There is a possibility it could be a PSU issue. If you have a spare just to test with, it wouldn't hurt. The no peripheral/display test should reduce that initial load when you turn on the PC. We'll have to see how that pans out.
You should also check and see if when you enter your BIOS settings and look under your BOOT options... check and see if your HDD is being read and if it is you can try setting your HDD as the first thing that boots in your system by I believe f5 or f6... not too sure if that changes for different BIOS settings but try that and see if that helps. They'll have something to tell you how to organize your boot order like what buttons to use.
