Define "hack" in your sentence. Do you mean "use without user control" like a RAT, do you mean "remove, replace, or modify the camera hardware wise", do you mean "modify the camera app", or even something else?

RAT's for the iDevice have not yet been created, but are possible. You could try to use VNC on the iDevice, but the user has to give approval by hitting yes on a popup to work.
