I have gotten EXACTLY the same issue. Call them up, that's what i did. The guy told me that mine is permanently limited without a reason. They are BS and thieves.

Bro, There's no way to fix this. Those "follow these steps" shit is bullshit. You have been perm limited.
Just make a new paypal, Make sure it's legit & verified.

it's still limited because after 180 days you can actually request a check. That way they will send a check to the information thats on the paypal account.
