How strict is the "Not in marketplace" rule?

blem · 2012-09-26T16:56:34+00:00

If somebody makes a thread and asks for help but then offers to pay for a service, is that breaking the "not in marketplace" rule? Just always wondered as it seems like it should, but maybe that's me being harsh? Thanks.
