Just saying my opinion here.... But, being up for 8-months doesn't necessarily mean the booter is stable and works properly. That means that you couple be up and working half the time, but bullshit to your customers the rest of the time.
Anyways, OP was asking between two stressers, not yours.

I would definitely go with reBOOT, the owners run a stable and well working booter, it'll make everything go down that you need, I assure you. Also, both of the owners are quite trusted throughout here on the forum, and I've never heard Neon Stresser.

OP I would suggest you go with reBOOT, it is constantly improving and has a complete satisfied customer base.

You seem to like it just fine, seeing as how you've ran over 60 attacks. We can always close your account if you'd prefer that, though.
