Yes there will be perhaps slight downtime when servers are being transferred but the problems will be fixed within a day or two.

There is downtime because of the transfer, everything should return normally within some days. Expect big changes by VoxaDub, positive ones :)

Actually, if you got banned for a dispute then you did dispute or do something wrong. No mistakes have ever been made. If you want, send proof to vox and he will fix asap.
