nearly all VPSes will suspend, if you dont wanna worry about wasting your money buy a stresser or a dedi server from fluffy

If Layer7 (Websites), buy a XML-RPC list and script. For executing a Layer7 attack you can use a Blazingfast server.
If Layer4 (Home connections, game servers...), buy a spoofed server, get a NTP, SSDP, SNMP... script and a list an ddos with it. But remember, you must scan for a NTP, SSDP, SNMP... list. Hope I helped you out a bit. :P
