Buying bad seo for competitor?

So there's a bunch of 'cocky' guys that have started up a website with the same name as mine, aiming at the same audience, in the same country.. so i was wondering what if i was to buy a load of cheap backlinks and some fake/bad seo packages based on their website url, is this going to damage my keywords/ranking/help them get boosted up, or will this work to plan and get them noticed as 'cheating' by Google? In know in the past when I bought cheap backlinks my website was eventually eradicated from Google searches.

Fight fair and offer a better service, if you offer similar things.. one of you will fall.

Or boot there site offline as long as you can
